Can anyone get me going in clear language on how to start with advertising my website on google and or Overture?

ok so i want to advertise my website.. my budget is only $1 a day.. the keywords i have get around 400 1500 searches a month less than 50 searches per day the advertiser competition meter is halfway i guess that means medium.. google recommends a max CPC of 15c but with a budget of a $1 that means i would only get around 6 clicks a day. is that right?
