Reliable graphics design information

What would be the cheapest and best computer for video and graphics design, it can be used or new.?
it needs to be REALLY cheap, but yet can support AAE CS5, and my graphics desiging software really well without lag if possible Price range $200. or if there is a way to buy a really cheap used computer and upgrade it to support my software that would also work. oh and please tell me the best way and cheapest way to upgrade the computer if needed.Thanks

Can someone in graphics design help explain these requirements a little better?
I love art and drawing and its really the direction i want to start going in life.So I thought it would be a good idea to start entering some art contests and see where it goes. I have Coral Paint shop that i use to edit my pictures on after I scanned them to my computer. I sorta understand most of the requirements but dont know if I can achieve them all with my program.The requirements are " The following guidelines are recommended but not required The required format for submissions is 16x20" poster layout, HOWEVER the band is not looking for a traditional tour poster. Instead, use a 16x20" canvas to present your ideas for versatile graphic designs for SCI's Summer Tour 2012 that can be used in a number of formats including but not limited to web assets, flyers and print ads.Review the 16" x 20" Poster creation guidelines below to make sure your entry will upload successfully. Flattened images .JPG, .TIFF are okay for uploading but the winning designer MUST be able to provide a high resolution layered or vector file. Hello, Where to start...I'm really realllyyyy new to graphics design but it's always been something I wanted to do since I was a kid. I was hoping I can get some at least general information regarding this...such as what should I do as a beginner and what software should be used.
